As clerk I have received a letter from a parishioner marked confidential am I obliged to share it with councillors

You should seek the written permission of the author before sharing it. It is often useful to point out to the resident that, as Clerk, you have no powers to act, so if they are asking for something to be done, it must be shared with the whole council or an appropriate committee.

Agree with Dave's comments - It puts us in a difficult position but always get the authors permission. We also have a policy of discarding any anonymous letters as this does not enable the clerk to go back for any clarification or GDPR permission.
