Where there has been breaches of the code of conduct collectively by a sub committee but it is not possible to attribute to an individual Councillor what recourse is there? Evidence in written documentation produced by committee. Can  council be collectively held to Code of Counduct or only individuals?

My view is that the breach is always applicable to individual cllrs  - unless the council can be collectively be proven to endorse or disregard the  breaches that the individuals are charged with.

Each member of the committee should be reported individually.

I agree with Davetheclerk report each individual member and let the Monitoring Officer deal with the complaint.
