Under normal circumstances, you should not be adding items to an agenda after publication, particularly within the three clear days required by statute. In the case of a genuine emergency item, you could ask for it to be added. Check your standing orders for any specific rules. I have a standing agenda item for urgent matters at the start of every meeting, which allows the chairman to bring forward matters that cannot wait until a later date, but with strict control over its use, it's rarely required.
