What do the Standing Orders say ?

The ones I’ve seen allow the Clerk to take emergency action as you clearly can’t wait to resolve say flooding

Not normally but then if you look in your Financial Regulations if any expense has been agreed to. The Clerk will normally have delegated emergency spending powers up to limits with authorisation of the Chairman and report to the Council as soon as practical.
