A small matter. There's a budget proposal to ask for a small amount of rent from a local group that rents a parish council field to use for a village show, profits going to worthy village charities. The chair of the local group is on the council and refuses to not only consider the idea but has removed it from the spreadsheet used by Cllrs to populate the precept requirements. Previously no rent was asked for, but it's the only other source of income the council has control over. We have adopted the new CALC code of conduct.
Is that Cllr permitted to speak or vote on that specific item? Thanks.
