If  chair serves their full year, can they be voted in again and again or is there a time limit.

It is the democratic will of the council to choose a chair. If they do this repeatedly then that is their decision

You often find that the chairman often gets to a stage that they wish to stand down before the councillors decide to vote someone else in post. It can be a time consuming position and sometimes hard work

Most of mine want to stay in the hotseat until the day they die!
Exactly DavetheClerk... but as a council can you have a standing order that restricts a Chair from holding post for say two continuous years?
Yes, you can, and this is the norm in most town councils, where the chair is also the mayor. However rotation only works where you have a pool of suitable candidates.
