Can a council member seek to move a motion during the clerks report item on the agenda?

It would be rather rude to do so. Most motions and proposals would be agenda matters leading to a resolution from council on a matter with any supporting documentation provided to allow councillors to study the matter before them thereby allowing correct decision making. If it was felt that there was something contentious or incorrect in the report (which should have been submitted before the meeting) then it should be left until the end of the report to make such a motion (whatever it is). It may well be that the clerk may well amend the offending "bit" as a matter of procedure.
