A paid employee may not be a member of the council, but they may participate as a non-member in the same way as any other person may.

Looking at the Legal Topic Note that Caroline provided for the original discussion (LTN7), it appears that the disqualification that prevents an employee from becoming a member of the council extends to non-voting membership of committees and sub-committees.
