Can a councillor vote on a licensing committee, then when a planning application is put in by the same applicant to extend the hours can the same councillor vote for approval when it is put to the planning committee?

Is this meant to be a question for principal authorities, District, Borough Unitary and Metropolitan Councils, not Parish or Town Councils?If a councillor is a member of a planning or licensing committee they can vote on applications dealt with both. But town and parish councils cannot issue licences to sell alcohol or determine planning applications.
