Should the appointment of co-opted councillors be voted on at a full parish council meeting

Yes!  There can be few more important decisions than this.

Yes - but Town & Parish Councils can set their own co option procedures or standing orders on co option.

So the meeting at full council could in some cases just be voting on a recommendation given by a sub committee responsible for assessing candidates.

Yes the co-option has to be agreed by full council and completed by the co-optee signing the declarations presented by the clerk before they can take their "seat" on the council
