I am under the impression that exclusion of the public is allowable without an agenda item and can be done by the chair making a resolution and receiving the vote of the council. Should be in standing orders.

However, if you plan to exclude the press and public, i.e. if you know before the meeting that it is your intention to discuss matters that qualify for the exclusion of the press and public, you should include this in the agenda.
