Would like to know others opinion on this one as I'm pretty certain I'm right on the advice I gave.

Committees - Can a Cllr be co-opted on to an existing committee prior to or after the annual parish council ?

They can be co-opted onto the committee at any time.  The May annual parish council meeting confirms membership but people leave / resign and it would be impractical to wait until the next May meeting to fill the space.

I take it that your council thinks differently...?  Remember they have to keep committee membership up to ensure a quorate of at least 3 or one third of members in order to be able to legitimately meet.

What happens if they want to set up a new committee - they wait until May!!?

The CEO.....sorry one of the ward councillors read the SO’s once and now thinks he’s Professor PC.

We have a Cllr who left the council due to a family crisis who then returned through cooption. Their seats on the committees were never filled and now that she has returned she’d like to go back on.

Only the CEO (sorry my mistake again) one of the Cllr’s and the Clerk are saying it’s not possible until the next annual meeting which makes as much sense as a paper umbrella!

As in the case with a lot of PC’s there a gulf between what they should do and what they actually do
If there are vacancies there’s no reason they shouldn’t be filled get them to explain in detail where cooption is prevented by SO’s
You shouldn’t have a problem if the majority of Councillors support you
