Does the need for the RFO and / or Deputy Clerk need to be cited [as needing to be in attendance at Full Town Council in the Terms of Refference of Full Town Council] if the Town Clerk is not the RFO?

I do not believe there is a requirement under law for the RFO to be present at Full Council meetings but advisable to answer any questions raised about finances.
