Can a Parish Council still hold it's Annual Council meeting to enable councillors to change committees and chairman?

Yes if they want to.  Otherwise you can keep the status quo until May 2021.

I thought that had to be done if front of the public and in person. Social distancing indoors Makes it an impossible and dare I say it a dangerous activity.

Not at the moment.  Legislation has been changed to allow virtual meetings (Zoom, Teams etc) to take place where the public can still attend and watch.
