What is the function of the payments list that is submitted to council for approval?

If a purchase involves the spending of monies that have already been agreed through the annual budget, ie, an item of expenditure from maintenance budget for the village park, does that spend need to be included on my council's monthly payments list?

Yes, they should always be included for transparency, good auditing (saves a separate spreadsheet later on) and always the full council to double-check the financial proceedings.
