If a Town/Parish Council is now meeting virtually is there the need to the delegate to the clerk with the Chairman and Vice Chairman to make any decisions, especially as there is delegation in Financial Regs as per NALC at this time ie at a meeting this week.

I can't see why there would be a requirement for any additional delegated powers other than those covered in Financial regulations which normally cover emergency 'business critical' situations.  Virtual meetings are now legally allowed and therefore they are the forum where decisions are now made.

I'd agree with MrsAbster.

However, if there is a clear reason why a delegated power may be useful i.e. many Cllr's can't join remotely then it is a possibility, however, it must be said that having delegated powers to an individual can be like opening a very large can of worms if not properly managed.
