Is there a maximum term for a public service supply contract

My Council has resolved to let a 5 year contract for the installation of Christmas Lights but in the back of my mind I recall reading that there is a maximum term of three-years for such contracts.

I don't believe that this is the case - I think it is down to the council to weigh up the pros and cons of providing such a term in a contract.  You should also consider a break clause in the contract subject to performance.
