Can anyone advise why delegated power would remain if we implement digital meetings?
I do personally perceive it as anti democratic to keep delegated power if we implement a mechanism to actually participate and vote

Equally a Mayor appointing himself seems odd as that's due soon. Sorry but this makes no sense to me!

For many councils, the delegated authority was created under emergency powers, so hasn't been formally adopted at a meeting. The first agenda item at the next meeting, whether in-person or virtual, should be to report and confirm the use of the emergency powers to permit delegation. Looking ahead, if meetings will be held virtually, there is no need for broad delegation, although there may still be some specific functions that require delegation, depending upon local circumstances. This should be documented and agreed.

In principle, delegation is only permitted where no other form of decision-making is available.
