Who should be involved with the Parish Clerk appraisal, and should parish councilors see the appraisal befor sign off?

I want to ensure transparency in ensuring that as a parish councilor we follow the correct procedures.

The appraisal should be done by ideally the chair of the personnel committee and no, it should not be disseminated to the rest of the councillors.  At the most, it should be seem by the members of the personnel committee if there was an issue with the performance of the Clerk.
