Can a standing committee of a council appoint staff?

My Council has a Finance and General Purposes Committee with a delegated powers to manage staffing issues like terms and conditions of employment and pension arrangements.  The committee's powers seem to stop short of being able to appoint staff and I'm assuming that is because that is a statutory duty of full council.  Can you advise please?

Ultimately, all decisions are for the full council, including the appointment of staff. In theory, any appointment should be subject to some form of selection process which would include an interview.  Many Councils delegate this  to a staffing committee and  full Council ratifies their recommendations. In your case, as long as the SO's specifically allow it, the "General Purposes" arm of the committee could manage the selection process, and derive a job description for a new post.
