Two neighbouring parish councils have jointly purchased a plot of amenity land along their shared boundary. It appears that the local non-specialist solicitor has treated this as a joint purchase, akin to a husband and wife. It's registered as a single plot at Land Registry with joint owners, but who is responsible for what? Maintenance, insurance, fly tipping? It's potentially contaminated from a previous use too. Does anyone have experience of a similar scenario?

The title deeds for the land ought to have the answers to some of your points.  However the term Non Specialist solicitor is a worry suggesting a question of competence?  Was a Local Authority CON29 search completed?   That should have information about the contaminated land from their Environmental Health Dept.
