The parish council has always published minutes and agenda on its website until very recently. The agenda for the last meeting was put on the usual noticeboards, circulated on the village email list but not posted on the website. Should parishioners have been notified if a decision had been made to change the usual practice?

The Transparency Code includes the following:-

"Smaller authorities should publish the draft minutes from all formal meetings (i.e. full council or board, committee and sub-committee meetings) not later than one month after the meeting has taken place."
"Smaller authorities should also publish meeting agendas, which are as full and informative as possible, and associated meeting papers not later than three clear days before the meeting to which they relate is taking place."
"The data and information specified in this Code must be published on a website which is publicly accessible free of charge."

The code is a requirement for all councils with a turnover of less than £25,000 and considered to be the minimum standard for larger councils.

Maybe the website was down and the Clerk was unable to post on it, or that they simply forgot to do this.  Mistakes happen and it could have been a one off event?
