Hi

Does the phrase below suggest the policy was solely adopted by John Smith of Anywhere Parish Council or has John Smith adopted the policy on behalf of Anywhere Parish Council?

"This policy was adopted by John Smith of Anywhere Parish Council on 01/01/2019"

I always believed that a policy was collectively adopted at a full meeting of a Parish Council.  For example:

"This policy was adopted by Anywhere Parish Council at its full meeting on 01/01/2019"

Any advice would be deeply appreciated.

An individual cannot adopt a policy. Like all decisions, it's a collective responsibility and should result from the discussion of an agenda item at a meeting, which is subsequently recorded in the minutes.
