chairmans position under model PC rules

i would like to know if it is acceptable for the Chairman of our local Parish Council to continue to serve if he/she is found to be a director of a local development plan that he is trying to impose on the community

The simple answer is yes. His conduct as Chairman of the Council is governed by the council's Standing Orders, Code of Conduct and other statutory legislation, which should be sufficient to ensure that he must act in the council's best interests. These rules may serve to prevent him from participating in discussions and the decision-making process at Parish Council meetings, depending upon the circumstances. He may have less power in this regard as a member of the council than he would have otherwise. If you have specific concerns, you should address them to the Clerk initially.
