We are keen to better understand the way in which the Parish Council can connect with parents with young families and volunteer as councillors. Is it legitimate to offer to re-imburse, for example, the costs of a baby sitter so they can attend council meetings?

You can pay councillors, but you pay all of them the same amount. I strongly doubt you can pay expenses for childcare.

The Local Authorities (Members' Allowances) (England) Regulations 2003 include a Dependants' Carer's Allowance specifically for this purpose, however this particular part of the regulations does not apply to Parish and Town Councils. The NALC has lobbied for all allowances to be applied equally to all councillors and conducted a survey on this specific issue three years ago. It appears that nothing has come of it yet.
