If a councillor fails to declare a non-pecuniary interest. What can be done?

If a councillor fails to declare a non-pecuniary interest I.e that they sit on the planning committee at the borough council when they also sit on the planning committee at Town, what can be done? If anything. Can they debate and vote on matters in which they have the said non-pecuniary interest?

Have you checked whether or not your principal authority requires this to be disclosed? In my area, this would not fall within the definition of a non-pecuniary interest. I presume that the fact that this individual sits on the borough planning committee is widely known. It would be for them, in consultation with the Monitoring Officer, to determine whether it was appropriate to undertake the same role in two different tiers of authority.
