Thank you for the response. Could it be argued that I have a financial interest because the value of my house may be affected by the appearance of the village green opposite?

The definition of a financial (pecuniary) interest will be included within your principal authority's Code of Conduct. They're all based on the same national legislation, but may vary slightly from council to council. All Parish and Town Councillors must complete a declaration within 28 days of appointment and this is a public document which is displayed on both the principal authority and the town or parish council's websites.
