No. The Clerk is responsible for producing the agenda, in consultation with the Chair, but the Clerk has the final say. The Clerk will then publish the minutes in draft form to be ratified by the whole Council/Working Group/Sub Committee, depending on the terms of reference and/or your standing orders. Some clerks give the Chair priority access to the draft minutes, as discussed in a recent thread on here.
