Although not definitive, this council meets in a church: http://www.hintonpc.co.uk/Your_Parish_Council_4118.aspx

(Note - the agendas online indicate that this is not the church council).

I think that Hinton PC has an office at the church and they meet in their office.

If it doesn't cost then yes but it is hardly suitable for a formal meeting, I would suggest.  A hall with tables, chairs, toilets etc would be more appropriate.
