I was intending to carry out a self build, however build quotes are higher than expected. I have not commenced any works and would like to sell the plot to another self builder, I understand they can assume liability and claim an exemption.

It really is a matter for your Lawyers and  the Planning Authority (District usually). The levy is set by the Local Authority on the developer. Check with them (Local Authority) as to how they would intend to charge in this circumstance.

If you haven't commenced any works, be mindful of the clock ticking on your planning consent and the potential impact on the value of the plot if permission expires.

The clock only starts ticking when the Local Planning authority have received and validated the planning application..

Who has advised you that the application will be subject to Community Infrastructure Levy (CIL) in the first place?  I think you need to speak to your local Planning authority about this.   CIL is an alternative to Section 106 agreements that are normally the subject of a legal agreement .The agreement would not normally involve a Town Or Parish Council as a party to the agreement , but possibly a beneficiary.  The Local Planning Authority may prescribe that CIL should be applied but that would only be confirmed when the application is determined.
