Who employs parish councillors?
Are they even considered employees?

No, parish councillors are not employees.  No-one employs them as they are elected.

A normal employee has the ACAS code of practice that the employer has to abide by etc.
Who is responsible for protecting Parish Councillors in the workplace if he is suffering from harassment by other councillors
All Councillors have to sign a Code of Conduct when they are appointed that details how they are to behave towards each other.  If there is an issue of harassment by councillors to another councillor, then it is down to the council as a whole to deal with the issue.  The only other alternative is for the area's Monitoring officer to get involved but as you will see from other posts on this page, they are a bit toothless.
