Do parish councils "have " to have a website by law?

The 'Transparency Code for Smaller Authorities' (2014 as amended), which technically applies to Parish Councils with an annual turnover not exceeding £25,000, states that data and information specified in the Code must be published on a website which is publicly accessible free of charge.

A website also makes practical sense, as it can reduce the number of FoI requests, when all public information is posted online in a timely manner.
