Does the Council have to publish decisions made under confidential business?  If yes, if the minutes of a Committee do not include details of any decisions made during confidential business, is it safe to assume that no decisions were made?  If no, what sanctions can be brought against the Committee in question if the decisions made are illegal or cause the Council to significantly overspend its budget?

Yes, the the Council have to publish all decisions made, and define what was decided -  but they can redact or omit names of individuals or details that are personal data, e.g. salary details etc .   If decisions made are illegal it depends on the illegality. A breach of legislation or overspend on budget,  should be notified to the external auditor. However some in my view  e.g. BDO LLP may be soft on the councils they audit.  Criminal Offences can be reported to the Police.  e.g. actions that come under the Theft  Act etc.
