Its not ideal but if there was an emergency or a genuine reason as to why the venue had to be changed, it can be done.  You would need to publish a notice on the original location and also on noticeboards, website etc and make every effort to let the public know.  You might also want to hold the meeting back for 5 minutes to ensure that those attending the original location have time to get to the new location.
