My local town council publishes a schedule of accounts.  In one instance, they are not declaring the name of the payee, for "provision of events co ordinator in these schedules.  Can a town/parish council refuse to divulge who they make payments to?  Is there any applicable exemption, since I see no reason why this should be confidential or exempt information.Schedules of accounts

The Transparency Code (2015) identifies (amongst others) these items to be divulged:

Expenditure over £500: Government Procurements (card transactions): Procurement Information:grants to volountry, community and social enterprise organizations:organization chart.
