Should the acting chair be voted for at the previous meeting, if possible? What should happen if this is not possible? Thank you to those who answer.

The chairman of a committee shoul be elected at the first meeting of the committee and must be a councillor

If, at subsequent meetings, the chair is absent and there isn't a vice-chair then a Chair should be elected from and by the members who are present and the member so elected may exercise all the powers and duties of the chair in relation to the conduct of the meeting. The meeting must be quorate to do this.
