Is  there a time limit that a planning application can remain open if it is not determined and not appealed by the applicant?

ie if an application is submitted and is not determined at the 8 week period and is then still not determined even after 6 months and the applicant does not appeal on non determination or infact do anything else.? can a third party apply to have it automatically declined to resolve the outstanding problem to neighbours.

The deadline for submitting an appeal is six months from the date of the application decision letter or in the case of non-determination, six months from the date the decision should have been made.
