Questions about town and parish councils

Who is legally joint with my boundary fence.

I live next door to an area that should have originally been landscaped under a planning condition.  The fence between myself and the land has been vandalised and is now partially down.  The builder says that although they own the land the Parish council took over maintainence of this land several years ago (they have paid to have it mowed and strimmed on a regular basis), so this means that the Parish council are jointly liable for the fence repairs along with ourselves.  The Parish council say NO WAY.  Does anybody out there have any ideas.

Not really one for a council forum, but it might be worth checking the registered title documents which may refer to ownership of the boundary. It is quite rare for a boundary structure in such circumstances to be joint.
