Can a exofficio eg; Council Chairman be a chair of a sub section

Both a chairman and deputy chairman are chairman of sub sections ; Highway and lighting and planning.this gives the chairman 4 possible vots

I know of no reason why the Council Chairman could not also be the chair of a committee (I am myself). I do not understand how that might afford him more than one personal vote plus, in the event of a tied vote, a casting vote. If he is a member of the sub section exofficio or not, he would not have more votes
