Can an agreed grant within the precept be reduced later the same year please??

As a village hall we were awarded a grant for precept 2011/2012.

 

We agreed to receive this payment in 2 tranches; we have now received the 2nd tranche which has been reduced..

Sorry but I am a little unsure as to the exact circumstances here and it would therefore be unwise to venture an opinion without clarification.

Was the grant awarded by the Parish Council? Was the grant award purely a voluntary offer of financial help from the PC or was it part of a contractual arrangement relating to specific expenditure; refurbishment costs for example?

If you can clarify I will try to answer.
