Can a Local Council use its funds to buy food at a Supermarket for a food bank it runs? It's for a good cause, but it seems wrong and possibly an illegal use of power.  If it is, what process should the TPC follow?

Section 137 of the Local Government Act 1972 permits a local council to incur expenditure for the benefit of all or some of its residents. This would fall within the council's annual limit on expenditure under Section 137.

I'm curious. Why does the council run the food bank?

Your answer is as I found. The act act allows a significant amount for a TPC  to spend as they wish on discretionary expenditure. Your curiosity is the same as mine. Before my time and no records. It's a shame as I believe if you are doing good then you should be able to shout about it.
