Problem with parish council

Question

My parish council did a survey what the community would like and how the parish council are doing. The Parish councillors filled in the survey too. Marking how they are doing and how well they are managing. Is this ethical to mark your own performance.

As residents of the parish, they're entitled to express an opinion. I would hope that they represent a very small percentage of respondents, although these surveys are sometimes not widely supported. It would be prudent to comment upon their involvement in the final analysis of the responses received.
