That depends whether the person is an employee or a self-employed contractor. Either is possible.

HMRC rules on self employment for employers are easily found on the .gov website but it's impossible to answer your question without a lot more detail about how the work is structured.  HMRC will take into account whether the individual is a sole trader/contractor for other work, how many hours, whether they provide their own tools and equipment, how the individual is instructed to work, what control they have over their own work schedule/hours/methodology used etc.
