Questions about town and parish councils

can a councilllor read out a statment bebore public partition beings, if so how do you address the chair for permission.

Technically, nothing can be discussed or done at a meeting which isn't on the agenda.  There's an argument that a councillor can raise something during public participation as a member of the public but I have to ask why would you want to as councillors can of course request that an item is put on the agenda?  If you're expecting some sort of decision or action as a result of the statement, it needs to be on the agenda and not just something raised during public participation.
