If a Town Clerk obstructs the implementation of agreed Full Council policies, what steps can be taken?

Town Clerk refuses to allow Officers time or Council funds (voted by Finance Committee and Full Council) to be used for exploring an Neighbourhood Plan with other Parishes.

I have seen the helpful response, and replied, thanks. This is a new issue arising in the same context. The TC has now engineered an Emergency FC meeting on the basis of the main opposition group claiming that FC 'agreed that there would be a Parish NP, followed perhhaps by a wider NP'. No Document agreed by FC says that, and several choice words in the English language would be apprpropriate for this entirely time-wasting exercise. It has also been pointed out to TC (etc) that it would be unlawful for the Parish to seek to create more than one NP. Hence the importance of establishing an 'optimal' Boundary from the outset. But we now also want to bring a final end to this strategy of delay and prevarication. How to best and most effectively do so?
