It sounds as though what has happened is that draft minutes have appeared on the website and when these were put before the council for approval corrections were made before the council approved them.

If the minutes signed by the Chairman are altered in anyway this is illegal as when signed they are a legal document
Hello Robert! Welcome to the forum! You didnt read my answer before commenting. Only when draft minutes are signed do they become official approved minutes not capable of being legally altered. The term draft is used to indicate a version of a document not yet approved. I like the user name, by the way!
