Questions about town and parish councils

once a plan has been put forward by a parish Council committee and voted upon can the Council alter those plans?

A committee of Cllrs has requested quotes for new play equipment, after being voted and passed by the Council the committee have gone back over the plans and requested changes within budget can this be carried out without going back through full Council who individually agree with the changes but are informed by their clerk they cannot do so?

I would say that is good advice from your clerk.  I would take the amendments back to the next council meeting and get them ratified.
