I would like to know if it is common for parish councils to implement a two-tier system of sick pay benefits, differentiating between full-time and part-time employees.

Any insights or examples from your experiences would be highly appreciated. Thank you.

It is unlawful to treat a part time worker differently to a full time one.

You have to earn at least £123 per week to get statutory sick pay. Is this where the difference is?

No. The difference is between "non-local government contracts" which are part time support staff and "approved local government contracts" which are full time "officer" roles e.g. Clerk and RFO.
