The councillor who asked for the motion. Also can any councillor ask for amendment of the motion

The model standing orders state that "A motion on the agenda that is not moved by its proposer may be treated by the chairman of the meeting as withdrawn."

Any councillor may move an amendment, but no councillor may move more than one amendment on any motion.
