Can a counciler who was not re-elected still chair a parish council meeting

Yes he can but only until a new chairman is elected by the council. This should be the first business of the next meeting and hence the ex-member concerned does not take part in any other business of the meeting. He has no vote on the election of a new chair but does have a casting vote in the event of a tied vote.

This situation is most likely to occur in an election year where the existing chair is not re-elected. The office of chair and vice-chair endure untill replaced and replacements are soon elected because of the requirements when to have a meeting following an election. I am not sure how the situation would otherwise occur.
